The Zeeland Board of Public Works on Dec. 9 approved several routine and strategic items including authorization for an MPPA capacity sale, adoption of updated water and electric Terms of Service effective Jan. 1, 2026, and approval of October 2025 cash disbursements and recommended transfers.
In a motion by Commissioner Query, seconded by Commissioner Walters, the board approved a Power Purchase Commitment authorizing the sale of up to 6,500 kilowatts per month of electric capacity deliverable to MISO Local Resource Zone 7 for MISO Planning Year 2026/27. The transaction is to be executed by the Municipal Energy Purchasing group (MPPA) on Zeeland’s behalf at a minimum authorized price of $7.50 per kW‑month; the board’s staff estimated total revenue of $585,000. The board noted this action is consistent with the BPW Energy Risk Policy Statement governing multi‑year transactions beyond the prompt year.
On finance matters, the board approved the October 2025 cash disbursements and regular monthly transfers. Staff reported cash and investment totals as of Oct. 31, 2025: electric $17,309,255 and water $14,418,166. Recommended transfers for October included a Receiving transfer (electric $(644,645); water $(640,900)), transfers to Plant Improvements and Contingency (electric $587,000; water $640,900), and a General Fund transfer of $57,645 from electric funds.
The board also approved administrative ordinances and resolutions to adopt updated service terms. Commissioner Cooney moved (and motions were seconded as noted in the record) to approve Ordinance No. 1048 amending sections of the City Code to adopt the Water Terms of Service and to approve the corresponding resolution adopting those terms effective Jan. 1, 2026. The board likewise approved Ordinance No. 1047 to adopt the Electric Terms of Service and the associated resolution effective Jan. 1, 2026. All motions were recorded as carried with all voting aye.
The board approved its 2026 meeting schedule and announced upcoming items including the Power Supply Strategic Planning and Stakeholder Engagement Initiative — Stakeholder Working Group Meeting #2 scheduled for Jan. 8, 2026 at the Howard Miller Library — and the Holiday Power Dollars distribution taking place Dec. 1–12, 2025.
No public comment was recorded during the meeting. Several managers presented departmental updates earlier in the agenda: ACM/Finance Director Plockmeyer reviewed customer metrics and billing transition items; Water Operations Manager Postma discussed meter replacement and galvanized service line replacement programs; Manager Coots reported on distribution work in new residential developments and substation maintenance; and Manager Robert Mulder provided updates on RECs, the Washington Avenue generation facility Title V ROP renewal and the IRP stakeholder engagement process.
The board recessed into a closed session later in the meeting to review confidential general manager applications and returned to interview a candidate before completing appointment actions.
