Beekmantown board approves routine minutes, budget transfers and safety upgrades; well project altered after access denial

At its Feb. 17 meeting, the Town of Beekmantown board approved a series of routine resolutions and budget transfers and heard an update on a local well project.
The board approved Resolution No. 53-26 to accept the Jan. 20, 2026 monthly meeting minutes and Resolution No. 54-26 to accept the Feb. 2, 2026 work session minutes. Both measures passed on 5-0 roll-call votes after motions by Mr. Sand and seconds by Mr. Menard.
The board approved a budget transfer from the Building Equipment account to Engineer - Contractual. It approved Resolution No. 56-26 to allow Jim Mousseau to be approved for a water certification backup role, enabling him to take the certification exam at a cost of $750; the motion was moved by Mr. Deyo and seconded by Mr. Menard and passed 5-0.
Under ongoing business, AES Northeast representative Brad Noviski reported that the project to complete the well encountered a right-of-way issue: the Boire family did not grant permission to cut across their property, so the contractor must use an alternate alignment requiring roughly 4,000 additional feet of product and work. Noviski said the change keeps the project within the allotted funds and that Branon Construction will perform the work, which should take about two weeks to complete.
The board declared electronics stored in a closet surplus under Resolution No. 57-26 and approved Resolution No. 58-26 to install fire protection and notification equipment at the Highway Department, with costs described at “over $10,000” to be paid from Highway Department funding. The meeting record shows both resolutions carried on 5-0 roll calls. The board also approved additional off-agenda budget transfers totaling $17,155.64 ($3,877.64 and $13,278.00 moved between accounts) and accepted claims and warrants.
In a recreation update, Cheryl Turner said the basketball season has eight teams and more than 80 children; the town received $7,833 from Clinton County. She noted an Easter egg hunt planned for April 4 at noon and summer plans to add rollaway nets for pickleball and schedule music events. The board moved into executive session at 7:54 p.m.; the record shows no public action resulting from that session and the meeting adjourned at 9:20 p.m.
