A speaker who identified herself as Sandy said she leads a local advocacy group and asked the council to continue a TRP-managed stormwater grant application, stating that maintenance requirements and unresolved long-term upkeep criteria have delayed approval. Bernardo, who identified himself as a planner and architect with the City of Los Angeles, told the council that operations and maintenance remain the primary obstacle and asked departments to develop models to address upkeep.
Other commenters thanked departmental staff for assistance in applying for channel and stormwater grants and urged the council to invest in parks in underserved neighborhoods such as Pacoima and Panorama City. One speaker from District 6 cited benefits for mental and physical health and argued for using vacant lots to expand park access.
After public comment closed, a councilmember moved to approve consent items 3 through 8; the motion was seconded and approved by roll call.
The public comments emphasized the need for clearer long-term maintenance funding and for interdepartmental support to ensure community projects are deliverable once funded. The council approved the related consent items and directed staff to continue coordination with applicants and community partners.
