Oak Brook Park District to apply for OSLAD grant to upgrade courts and playground; matching funds planned

Deputy Director Bob Johnson told the board July 15 that the district intends to apply for an Illinois Open Space Lands Acquisition and Development (OSLAD) grant to replace existing tennis courts, expand/enhance pickleball courts and replace the Central Park Family Recreation Center playground. Johnson said the OSLAD program requires a local match and confirmed Superintendent of Enterprise Operations Alin Pop has been saving to provide those funds.
Executive Director Laure Kosey explained the district is preparing several policies required by the Government Finance Officers Association (GFOA) budget award application, including a Cash Management and Investment Policy (Resolution 24-0820), a Capital Improvement Policy (Resolution 24-0821), and a Financial Reporting Policy (Resolution 24-0822). Kosey said staff will reference policies from other park districts and make small adjustments as needed; the OSLAD application deadline is in September so the district must complete certain preparatory steps including a board resolution (24-0823) in advance.
Board discussion noted the matching-funds requirement and the need to complete application steps before the September deadline. No final grant award was recorded at the July 15 meeting; staff will proceed with the application process and return to the board with required documentation and cost estimates.
