Council authorizes MDOT agreement and moves forward with Church Street reconstruction; Diversco awarded city-funded contract

City Manager Tim Klunder told Council that the Church Street reconstruction corridor was split into two bids because MDOT grant funding does not apply to the segment from Central Avenue to the Clean Water Plant. The Washington‑to‑Central portion is covered by MDOT Contract No. 25‑5492 with Surface Transportation Program funding of $905,662; the city will request authorization for the Mayor and City Clerk to sign the grant agreement.
Bids for the city‑funded portion (Central Avenue to the Clean Water Plant, including Lincoln Avenue, Sewer Plant Road, and Cemetery Drive) were opened Oct. 23. Staff recommended awarding the contract to Diversco Construction Co., the low bidder at $3,718,876, below the engineer’s estimate of $4,142,000. The total project budget was set at $4,600,000 to include design, inspection, contingencies and related costs.
Funding will be shared among the City’s Street, Water and Sewer funds; a portion of sanitary sewer costs will be paid by Zeeland Township under the cost‑sharing agreement because the sanitary main must be oversized to serve the 425 District. Zeeland Township’s contribution to the sanitary portion is estimated at $658,710. Because the Board of Public Works must approve the water portion, the city’s award of the contract is subject to BPW approval.
Councilmember Kass moved and Councilmember Timmer seconded authorization of MDOT Contract No. 25‑5492; that motion passed unanimously. Council subsequently voted to award the Diversco contract for the city‑funded portion; the motion passed unanimously.
