BPW approves engineering services for Carlton Pump Station third pump; requests CIP repurposing

The Zeeland Board of Public Works approved Nov. 11 an engineering services contract and direction to repurpose FY2026 CIP funds to advance a third pump addition at the Carlton Pump Station.
Water Operations Manager Postma said increased demand in the high-pressure district requires a third pump to provide redundancy and allow the system to operate using best practices when maximum daily flows approach 90% of firm capacity. Staff recommended awarding engineering, design, bidding and construction supervision to Moore & Bruggink Consulting Engineers for $92,137.50. Because the capital expenditure was not anticipated in the FY2026 budget, staff proposed repurposing two non-performed FY2026 CIP projects — a SCADA system replacement ($150,000) and paving for the 80th St. Tank parking area ($50,000) — to cover the engineering/design work now; the installation and construction portion will be included in the FY2027 CIP.
The Board approved the professional services award and the staff approach; minutes record the motion as carried with "all voting aye." Staff noted the installation cost will be budgeted in FY2027.
