Council unanimously adopted a resolution granting an Act 210 Commercial Rehabilitation Exemption Certificate for the redevelopment of 123 E. Main Ave after a public hearing in which the property owner’s representative described the proposed project.
At the Nov. 3 meeting Carey Koele reported that the planned two‑story building will be approximately 6,350 square feet with a capital investment estimated at $2,000,000. Koele said the project would retain ten existing professional staff and enable the addition of five or more new staff over the next five years and would support 12–15 construction jobs during building work.
Community Development Director Tim Maday told Council that the project aligns with the city’s Downtown Vision Plan goals to rehabilitate downtown buildings and encourage second‑floor uses. Maday said staff reviewed the Act 210 exemption application, found the application complete, and recommended approval; the Tax Incentive Committee had unanimously advanced the application on Oct. 6, 2025.
The exemption would limit property taxes on the increased value from the redevelopment so that only the school operating millage and the State Education Tax are levied on the new value for a 10‑year period. Mayor Pro‑Tem Gruppen moved to adopt the resolution and Councilmember Broersma seconded; the vote was unanimous.
