Board awards water main construction contract for Church Street reconstruction to Diversco

The Zeeland Board of Public Works voted Nov. 11 to award the water portion of the Church Street and adjacent reconstruction project to Diversco Construction Co., accepting Diversco's low bid and approving the BPW's total project budget.
Water Operations Manager Postma said four bids were received on Oct. 23, 2025; Diversco submitted the low bid for the overall project with Zeeland BPW's share quoted at $413,923.00. Staff asked the Board to include Engineering & Administration ($50,752.80), construction contingency ($47,316.30) and $25,600 in capitalized internal labor for a total BPW project budget of $537,592.00. The Board approved awarding the contract and the requested budget.
The reconstruction will be coordinated with the City of Zeeland's street reconstruction program and executed in two stages: the first from the Clean Water Plant to Central Avenue (City-funded with utility contributions) and the second from Central Avenue to Washington Avenue incorporating MDOT grant funding. Postma told the Board the City Council had approved the project contingent on BPW approval at its Nov. 3 meeting.
