Brimfield Township trustees approve enterprise-zone abatement, landscaping easement and paving contract; hire three firefighters

Trustee Nicholas Coia, who called the meeting to order, and Trustees Mike Kostensky and Sue Fields unanimously adopted Resolution No. 2025-187 approving an Enterprise Zone Agreement with Brimfield Senior Living, LLC that allows real-property tax abatement within the township’s certified Rural Enterprise Zone. The resolution cites Ohio Revised Code sections 5709.61–5709.63 and related administrative rules governing enterprise-zone agreements.
The enterprise-zone agreement was introduced during public comment, where Terry Seeberger, identified with St Edwards Assisted Living, and Dan Dehoff explained the requested abatement and asked the trustees to approve it. Trustee Sue Fields moved to adopt the resolution; Trustee Mike Kostensky seconded, and all three trustees voted in favor.
In zoning and land-use action, the board adopted Resolution No. 2024-189 to grant a permanent landscaping easement to Akron Governmental, LLC in support of a U.S. Department of Veterans Affairs–related development project adjacent to township property. Trustee Sue Fields moved to adopt the easement resolution; Trustee Nicholas Coia seconded and the motion passed unanimously.
In other business, the trustees approved hiring three entry-level firefighters — Mikai Peeple, Mason Wetzel and Jack Storm — to begin approximately Aug. 1, 2025, contingent on a physical, drug screening, background check and registration for the Ohio Fire Academy. The motion to approve the hires was moved by Trustee Mike Kostensky and seconded by Trustee Sue Fields; the vote was unanimous.
The board approved the 2025 paving project bid from Cardinal Asphalt for Sherman Wood and Chestnut Drive at a cost of $277,852.00. Trustee Mike Kostensky moved to accept the bid; Trustee Sue Fields seconded and the motion passed unanimously.
Trustees also passed a resolution authorizing Trustee Nicholas Coia to prepare and submit an application to the Ohio Public Works Commission (OPWC) for State Capital Improvement and/or Local Transportation Improvement Program funds to support capital improvements on Sanctuary View Drive. The board voted unanimously to authorize the application and to allow Coia to execute required contracts.
A separate motion to reimburse half the court costs for the property owners at 2369 Tallmadge Road in connection with zoning violations failed; all three trustees voted 'no' on that request.
During public comment, Robert Radosadvich thanked trustees and staff for resolving a previously raised issue involving a person living in a vehicle near Knight Printing and the associated litter. Earlier in the meeting, Sue Fields announced that flyers from the Portage County Southern Visitors Bureau were available.
Trustee Nicholas Coia moved to convene an executive session at 8:35 AM under Ohio Revised Code Section 121.22(G) to consider the investigation of charges or complaints against a public employee, official, licensee or regulated individual; Trustee Mike Kostensky seconded. The board conducted the executive session and returned at 9:22 AM. The public minutes record the roll-call votes authorizing the session but do not disclose executive-session deliberations.
The meeting adjourned at 9:23 AM following a unanimous roll-call vote.
