Council work session advances multiple infrastructure contracts, bonds and appointments for June 8 agenda

Huber Heights City Council used its June 2 work session to review a package of infrastructure actions and appointments and directed staff to place the necessary legislation and motions on the June 8 council meeting agenda.
Key items the council agreed to move forward include:
- Brandt Pike Sanitary Lift Station: Staff recommended awarding the Brandt Pike Sanitary Lift Station Improvement Project to Outdoor Enterprise, LLC as the lowest and best bidder, with a contract not to exceed $1,584,000. The new lift station will replace two older stations and be sited adjacent to the Walmart on Brandt Pike.
- Chambersburg Road/Fishburg Road Paved Bike Path: Council supported authorizing Choice One Engineering to prepare plans and specifications for the design work (design contract not to exceed $160,000). Construction was noted to start in about four years because of MVRPC and ODOT review and scheduling.
- Rip Rap Road Wellfield (Production Well No. 7 Connection): Staff asked for authorization to solicit bids for the next phase of the project — pump installation, meter vault, water main connection and underground utilities — at a not‑to‑exceed cost of $1,500,000 using the Water Fund.
- Purchase of dump trucks: Public Works requested an amendment to Resolution No. 2025‑R‑7603 to increase the not‑to‑exceed amount for two Class 7 snowplow dump trucks to $625,000 to correct an earlier error; Council agreed to place amended legislation on the June 8 agenda.
- Electric vehicle charger nomination at Rose Music Center: Council authorized staff to seek NEPA suitability review for 6800 Executive Boulevard as a RIDES grant site; the resolution to accept the site for potential Level 3 chargers was placed for June 8 consideration.
- Issuance of bonds for Canal Heights development: Staff presented an ordinance to authorize tax increment financing revenue bonds in a maximum aggregate principal amount of $5,000,000 to pay for public infrastructure in Canal Heights Incentive Districts #2 and #3. Staff described the bonds as developer‑backed (service payments in lieu of taxes) and asked for emergency passage to lock favorable rates; Council agreed to place emergency legislation on the June 8 agenda with waiver of the second reading.
The council also considered boundary conformance paperwork to ask the Miami County Board of Commissioners to alter Bethel Township boundaries to remove territory annexed by the city (roughly 303.456 ± acres total from prior annexations). Police and fire divisions reported no objections to a liquor permit transfer request for Ameristop at 5983 Old Troy Pike. Council supported staff recommendations to prepare appointment motions for multiple board and commission applicants and a reappointment to the Arts and Beautification Commission.
Most items were discussed at the work session and routed to the June 8 meeting for formal action; no final contract awards or bond closings were completed at the work session.
