Contractor tells Bloomington Board he has not been paid for city work; board pledges follow-up

John Simpson told the Bloomington Board of Public Works on Tuesday that he completed contracted city work that finished in early April and has not received payment despite contract terms that require payment within 45 days.
"I went to the wrong thing... I thought there was a lot of people here. ... You had 45 days by contract to pay me, and we're we're long past that," Simpson said during the petitions and remonstrances segment, asking for an explanation and an apology. He said he primarily performs municipal work and that delayed payment affected his business.
Board President Elizabeth Crooks acknowledged the comment and said she would follow up with the engineering department to investigate and get an answer. Later in the meeting the board approved claims in the amount of $3,558,733.06; members said they would make sure Simpson’s concern is looked into as part of their follow-up.
City staff did not provide a final resolution during the meeting. Board members and staff asked finance and engineering to review Simpson’s invoice and report back; no payment timeline or corrective action was announced on the record.
