Plan commission approves 12‑bed addition to Bloomington Regional Rehabilitation Hospital

Staff presenter Drew told the commission the petition site at 3050 North Lentil Drive is part of the North Park Planned Unit Development and that the North Park PUD ordinance (amended May 29, 2025, Ord. 2025‑13) requires Plan Commission approval for secondary review/development plan amendments. Drew said the 6.69‑acre site, owned by GLC Bloomington Health LLC and represented at the hearing by Daniel Butler of Bman Fannon Associates, meets the minimum site standards in the PUD for lot width, setbacks, height and maximum impervious cover.
The application requests a 12‑bedroom expansion that will disturb approximately 0.51 acres. According to Butler, the petitioner submitted a new geotechnical report and a Phase I environmental assessment and is not proposing any change to the existing parking layout. Butler, who identified himself as a registered professional engineer, said the added beds respond to local demand.
Staff recommended approval “subject to the highway department and stormwater reports” and proposed conditions including relocating four trees identified in Figure 5 by the stormwater program to suitable locations elsewhere on the site. The commission moved to approve the secondary review plan amendment and to waive the final hearing; the motion carried 8–0.
There were no public comments for or against the petition at the hearing. The approval includes the conditions noted by staff; the record shows the petition follows North Park PUD development standards and staff found no conflicts with the comp plan in the materials presented.
What happens next: the commission’s approval, including the specified conditions, was recorded on the public record at the June 16 meeting.
