Zeeland council adopts Ordinance 1039, approves CWP truck purchase and sets Trick-or-Treat hours

The Zeeland Common Council on Oct. 6 adopted Ordinance 1039 to amend Chapter 10 of Volume I of the Zeeland City Code by removing fixed fee amounts and instead referencing the city’s annually adopted rates and fee schedule for building-related permits and reviews.
Community Development Director Tim Maday presented the ordinance change during the 6 p.m. work-study, telling council members that Chapter 10 covers building regulation, adoption of the Fire and Property Maintenance codes, and fee schedules for permits and the Residential Rental Registration and Inspection Program. At the regular meeting later that evening, Councilmember Broersma moved and Councilmember VanDorp seconded adoption of Ordinance 1039; the motion passed with all present voting aye (Mayor Klynstra absent).
Council also approved a purchase for the Zeeland Clean Water Plant: the council authorized buying a service truck from DeNooyer Chevrolet for $42,419 and approved a budget not to exceed $45,000 to allow for installation of safety and alarm equipment. Doug Engeleman, CWP Superintendent, told the council a 2017 Ford Escape previously scheduled for replacement in 2027 developed a cracked engine block with an estimated $10,000 repair cost, prompting staff to advance replacement.
In other actions, council approved a $25,000 budget amendment to the Brownfield Redevelopment Fund for plan administration and a General Fund transfer into the Brownfield Fund, and it set Trick-or-Treat hours for Oct. 31, 2025: citywide from 5:00 p.m. to 7:00 p.m., and a downtown business trick-or-treat from 3:00 p.m. to 5:00 p.m. Motions for these items passed unanimously among members present.
Why it matters: Ordinance 1039 moves fee amounts out of the code into an annually adopted schedule, allowing the city to update rates without code amendments. The truck purchase advances required fleet replacement for the Clean Water Plant. The brownfield administration funds respond to increasing brownfield activity and professional assistance costs.
What’s next: Ordinance 1039 is adopted and in effect as of Oct. 6; staff will execute the truck purchase and implement the budget transfers. The Brownfield Redevelopment Authority will continue review of brownfield reimbursements and policy amendments at upcoming meetings.
