The Worcester City Senior Commission on Wednesday approved its minutes and committee reports, watched a regional "Happy Factor" video urging new approaches to recruit senior volunteers and heard staff update members on program metrics, facility changes and budget prospects.
Chair opened the meeting, asked for and received motions to approve the March 23 and April 27 meeting minutes and the senior center committee reports for April 14, April 28 and June 9. After routine business, Amy, a senior center staff member, introduced a video produced with the Central Mass Regional Planning Commission (CMRPC) that officials said is meant to encourage volunteerism and highlight what draws older residents to civic roles.
The video featured seniors describing barriers — transportation challenges, inaccessible restrooms and evening meeting times — and cited social reasons that sustain volunteering, such as regular coffee hours and front-desk greeters that help newcomers feel welcome. "Nobody wants to volunteer," one participant in the film said, urging simpler, short-term roles rather than multi-year commitments.
Why it matters: Commission members said recruiting volunteers is urgent because three of five senior center committee slots will be vacant at the end of October and one vacancy already exists; the commission asked members to refer candidates via worcester.gov. Staff emphasized that volunteer losses also remove important daily supports at the center, from reception help to program assistants.
Staff reported operational metrics showing the center met 103% of its FY26 goal across 462 programs and said the fitness center remains a strong draw: staff cited membership and activity figures and noted 82% of current participants identified as Caucasian, prompting an outreach objective to increase cultural diversity in programming.
Program and facility changes: The commission heard that the 7 Hills Foundation Senior Companion Program gave official notice to end its space license on the center's third floor (program ends in June; notice through end of July). The RSVP retirement-volunteer program has also lost funding and is no longer operating. Chair said the city plans to repurpose the vacated offices for the veterans office.
Budget outlook and federal support: Chair told members that the city council had not yet formally approved the municipal budget but HHS's budget hearing raised no concerns. The HHS budget request discussed at the meeting was described as "almost $1.2 million" and includes staff salary adjustments and fitness-center management costs; staff said operational funding remains level in the tax levy and that state supplementing funds help. The commission also heard that the U.S. representative "was able to earmark" about $1.2 million in federal funds to address hazards as a precondition for future housing development, with construction not expected until 2029.
Events and outreach: Staff outlined summer programming and outreach plans, including farmers market participation, a summer concert series kickoff, a Memory Cafe for caregivers, driver-safety and CPR offerings, and partnership outreach at a regional Asian festival and library newsletters to advertise services.
Next steps: Members were reminded the commission will recess for the summer and reconvene on Sept. 28; Chair closed the meeting after a motion and unanimous vote.
