Andover Select Board approves payroll and vendor warrants, schedules solar committee meeting and appoints GA clerk

The Andover Select Board approved several wage and financial warrants and vendor payments during its Dec. 30 meeting at Town Hall, scheduled a follow-up meeting for the Solar Ordinance Moratorium Committee, agreed to seek school enrollment and tuition data from the superintendent, and appointed a new general assistance clerk after executive session.
Chair Brian Mills moved to accept the Dec. 16, 2025 meeting minutes, and the board carried the motion. The board then approved Wage Warrant #27 for $8,627.38 and an adjusted Wage Warrant #26 totaling $8,696.09; members also approved an amended Warrant 25 adjustment of $328.75 (new total $8,426.35) and the reallocation of an unused position stipend of $1,395.60 to be split evenly between select board members serving at the time. On the financial side, the board voted to pay multiple vendors on Financial Warrant #27, including CN Brown ($3,606.95 for heating fuel), Eastern Salt Company ($8,396.61 for road salt), Elan ($2,945.32), Encore Fire Protection ($1,003.50), Industrial Protection ($13,600.00 for a 5" hose), Kyes Insurance ($3,301.00), O'Donnell ($11,000.00 for map access and semi-annual assessing) and the remaining warrant amount of $49,663.04; each motion was carried.
The board set the Solar Ordinance Moratorium Committee to meet Jan. 13 at 4:30 p.m. following discussion of timing tied to moratorium-extension deadlines. Board members flagged the June 9 moratorium deadline as a scheduling constraint.
On building rentals and safety, Justin Thacker said he counted 144 people at a Saturday concert "because I knew we were close to code (140) Saturday night," and members discussed enforcement responsibility. Town Clerk Melinda Averill recommended that "access to the Town Hall building be according to the renter's signed contract." The board also discussed a complaint that someone removed rugs from the building without permission; Thacker said the person threatened to report it as a violation and Averill clarified that renters do not have the right to remove town property without officials' consent.
The board asked the superintendent of schools to provide enrollment figures and tuition-in/tution-out numbers to help the Select Board respond to citizen questions; Justin Thacker said the superintendent had so far declined to provide reports ahead of the board's meeting next week.
In personnel actions, the board voted to offer the Animal Control Officer position to Chris Reimiss at $15.93 per hour with the town covering training costs, and, after an executive session under 1 M.R.S.A. 405(6)(A) for personnel matters, voted to appoint Frederick Detheridge as general assistance clerk. The board also acknowledged the November sale of the old ladder fire truck to Robert Todd and Beth Macauley for $2,000.
The meeting concluded after motions to adjourn carried at 8:58 p.m.
