Catawba County board approves JCPC funding recommendations, reappointments and records schedule

County Manager Mary S. Furtado presented the consent agenda, which the Board approved without any item removed for separate consideration. The consent agenda included the Catawba Juvenile Crime Prevention Council (JCPC) Annual Plan for Fiscal Year 2026/27 and several appointments and reappointments to local boards and advisory committees.
The JCPC recommended funding priorities based on a risk and needs assessment and anticipated a State allocation of $431,225 for FY2026/27. The plan requires no local county funding. The presentation identified recommended allocations by program, including funding lines for administration ($2,000), Conflict Resolution Center (approx. $99,674), Cognitive Connection ($71,725), Repay programs (several line items totaling approximately $108,093), Aspire programs (combined approx. $120,182), Shining Hope Farms ($29,551), and other direct services. Staff noted one recommended initiative that addressed an identified priority (Thrive in Community - Family Empowerment) was not funded due to limited resources.
As part of routine appointment business carried with the consent action, the Board appointed Commissioner Barbara G. Beatty as the NACo Annual Conference voting delegate for July 20, 2026; reappointed Deanna Taylor to the Catawba Valley Community College Board of Trustees (term to June 30, 2030); reappointed Dr. Hannah Glenn and Dr. Eugene Modlin and appointed Dr. Shirley Huffman to the Public Health Board (terms to June 30, 2029); reappointed Mark Bumgarner and appointed Tamara "Tami" Hefner and Lynn Sampson to the WPCOG Aging Advisory Committee (terms to June 30, 2028); and appointed David Carpenter to the Agriculture Advisory Board to fill an unexpired term (term to December 31, 2028). The Board also approved the Register of Deeds Records Retention and Disposal Schedule required by state archives guidance.
Chair Randy Isenhower moved the consent agenda; the motion carried unanimously. County staff will file the JCPC Plan with state authorities and implement funded program agreements through the JCPC process.
