Catawba County closes out 2020 CDBG scattered-site housing grant and adopts project budget ordinance

Timberlake said the grant was funded in 2020 for $750,000 to rehabilitate 15 homes across the county and that project expenditures totaled $625,352.55, with $124,647.45 de‑obligated.
The Board opened the required public hearing; no members of the public spoke, and the hearing was closed. Commissioner Barbara G. Beatty made a motion to approve the amended project budget ordinance; the motion carried unanimously.
The adopted ordinance reflects rehabilitation expenditures of $559,997.00, $62,355.55 in administration, and $3,000 in planning costs, totaling $625,352.55. Timberlake told commissioners the grant rehabilitated eight houses and directly benefited 12 low‑ to moderate‑income residents; the remaining funds were de‑obligated and will not be spent under this project.
The amendment clarifies the final accounting for the CDBG scattered-site program and formally concludes the county's obligations under grant 19-C-3125. County staff said CDBG funds supplied 100% of the project expenditures. The ordinance (listed in the agenda as Ordinance 2026-4) was adopted on first/closing action at the June 1 meeting.
The Board did not record any further questions from commissioners during the hearing. The county will maintain closeout documentation consistent with state and federal CDBG requirements and will record the adopted budget ordinance in the official minutes.
