Bar Harbor council and warrant committee review new process for FY27 outside-agency funding

Bar Harbor Town Council Chair Valerie Peacock and members of the Warrant Committee met in a joint budget workshop on Jan. 29 to review a newly revised process for evaluating outside-agency funding requests for fiscal year 2027.
Finance Director Sarah Gilbert introduced the new Community Service Partnerships process and answered questions from councilors and committee members about how applications will be evaluated. Town Clerk Liz Graves described updates for Cooperating Agencies, saying the revised application materials now include program descriptions, performance indicators by service category, and financial reporting requirements.
The council began the item with disclosures of relationships between council or committee members and agencies that may seek funding. The disclosures listed that Christine Smith serves on the board of directors of the Jesup Library; Kevin Knopp serves on the board of Island Connections; Steve Boucher serves on the board of the MDI YMCA; Randy Sprague serves on the board of the West Eden Village Improvement Society; Shaun Farrar reported an immediate family member employed by the Bar Harbor Historical Society; and Earl Brechlin reported an immediate family member employed by the Bar Harbor Food Pantry.
Earlier during roll call, Councilor Maya Caines moved, seconded by Councilor Earl Brechlin, to excuse Councilor Minutolo from the meeting. A roll-call vote recorded Councilors David Kief, Steve Boucher, Earl Brechlin, Valerie Peacock, Maya Caines and Randy Sprague voting yes, and the motion passed 6-0.
No funding decisions or dollar amounts were recorded in the workshop minutes; staff presented the process and materials for future application review and evaluation. The meeting adjourned at 7:15 p.m.; the minutes were signed by Town Clerk Elizabeth Graves.
