School board approves fiscal and budget policy package on second reading

The Santa Cruz Valley Union High School District Governing Board unanimously approved Policy Services Advisory Nos. 876–908 on Aug. 13, 2025, adopting a package of fiscal and budget-related policies that set the district’s procedures for budget preparation, budget hearings, purchasing and payroll.

Ralph Moran moved to approve the package on second reading; Jordan Davis seconded and the motion carried with Vice President Jerry Olveda, Davis and Moran voting aye. The approved advisory list includes policies on fiscal management and priority objectives; annual budget format and schedules; budget hearings and adoption process; budget transfers; funding proposals and grants; revenues from investments and district-owned real estate; banking services and authorized signatures; credit card use; fiscal accounting and reporting; types of funds and revolving funds; financial reports and audit requirements; purchasing, bidding and vendor relations; payment and payroll procedures; and student records and the use of technology resources in instruction.

The board also received a first reading of Policy Services Advisory Nos. 909–914, which the minutes record as covering environmental and safety programs; discipline, suspension and dismissal of professional staff; graduation requirements; student health services and administration of medicines; and child-abuse reporting requirements. No final action was taken on Nos. 909–914 during the Aug. 13 meeting.

Board members did not amend the second-reading package at the meeting and provided no public comment tied to the policies. The adoption clarifies the district’s procedural and financial controls ahead of the new school year.
