Alma council plats Dick Brown Memorial Drive, accepts Brugh land gift contingent on street status

The Alma City Council voted on a series of related land-use items at its Aug. 18, 2025 meeting, approving the survey and platting of Dick Brown Memorial Drive, accepting a donated parcel from the Teri Brugh family under specified conditions, and allowing the Leonard family a south entrance driveway that depends on the replatting.
City staff described that Dick Brown Memorial Drive had never been platted and therefore has no formal public right-of-way. The council considered three options in the packet: (1) survey and plat the drive and create a public right-of-way from State Highway 183 to the described property pin; (2) stop the road at the west side of Cardinal Lane with a similar platting; and (3) do nothing. City Administrator Ardiana recommended Option 1 to add flexibility for parking and driveway access. After discussion, the council approved Option 1 (motion by Wheeler, second by Casper; Wheeler, Casper, Mahalek and Moulton voted yes).
Council then accepted a proposed gift from the Teri Brugh family of land east and north of the golf clubhouse for site improvements, with the condition that the parcel not be used for parking; Rick Calkins noted this acceptance was contingent on Dick Brown Drive being made a street. The council approved acceptance of the gift with that contingency (motion by Moulton, second by Wheeler; unanimous vote).
Because the replatting will create a corner lot under zoning rules, the council also approved the Leonard family's request to place a south entrance driveway (motion by Wheeler, second by Mahalek; unanimous). The minutes record that city staff will move forward with the survey and replatting and that no public hearing was required for the platting action at this time.
These decisions together affect access, parking and future improvements near the ball fields and municipal golf course; the minutes do not record specific timelines for surveying, mapping, or subsequent construction.
