Alma council approves $391,666 in claims, accepts project invoice and two special assessments; tables generator purchase

Alma Mayor Hal Haeker presided over the City Council meeting on Oct. 15, 2025, where council members approved $391,666.26 in claims for the period Oct. 1–Oct. 15, 2025. The motion to approve claims carried with Council Members Joel Wheeler, Chris Mahalek and Larry Casper voting yes.
The council accepted an Olson Project invoice for Project #024-02280 (Hanger invoice listed in the packet). The motion recorded the invoice total as $12,500; the meeting record also contains an earlier line listing $12,250, a discrepancy noted in the minutes. The motion to accept the invoice was made by Councilman Joel Wheeler and seconded by Larry Casper and passed with Wheeler, Casper and Mahalek voting in favor.
The council approved Resolution #1-2026, a special-assessment lien to recover a utility bill for the property at 210 Hwy-183 in the amount of $1,112.38. Councilman Wheeler noted the City Attorney was absent for that discussion. The motion (Wheeler moved; Casper seconded) passed with Wheeler, Mahalek and Casper voting yes.
The council also approved Resolution #2-2026, placing a $1,450 special-assessment lien on the same 210 Hwy-183 property for nuisance mowing. The motion (Wheeler moved; Mahalek seconded) passed with the same three council members voting yes.
An emergency generator bid was placed on the table because packet materials were missing; on a motion by Wheeler, seconded by Casper, the council tabled the item for later consideration.
All procedural motions establishing the meeting’s legality and approving minutes were adopted earlier in the evening. The meeting record shows no votes in opposition to the listed motions and Tom Moulton was noted as absent.
