Mister Sherrill, presenting the item, said the carryover request follows the city’s standard annual process for non-lapsing funds. He listed major components of the request: roughly $36,000 for human resources recruitment, about $23,000 for police honor guard and body armor, approximately $13,000 in library grant carryovers, about $2,400 for billings and grounds and just over $2,100 for a hazmat grant for the fire department. "We generally have a lot of different funds that we do discuss carryovers," Sherrill said, describing the totals as similar to prior years and noting last year’s carryovers totaled $88,785.
Committee members had no substantive objections; the chair moved and a second was recorded, and the motion passed on a voice vote unanimously. The agenda item listed $77,406 as the carryover total; during his oral summary, Sherrill’s spoken line-item totals produced a slightly different aggregate in the transcript. The committee approved the carryover "as presented" on the agenda.
Next procedural step: the committee recommended the carryover to the full council for final action during the budget/carryforward process.
