Police Jury awards Old Sterlington Road contract, approves change orders and permit extension

The Ouachita Parish Police Jury awarded the Old Sterlington Road construction contract to Amethyst Construction, approved a change order on the River Styx pump station HMGP project, granted an extension for the Cheniere Hills RV Park sewer permit through Dec. 31, 2026, and approved various local infrastructure items and change orders.
The Ouachita Parish Police Jury’s Public Works Committee reviewed bids and authorized a string of project approvals and contract actions on June 1, 2026. Engineer Mr. Crosby reported the lowest conforming bid for the Old Sterlington Road project was from Amethyst Construction, Inc. for $968,026.65; the Jury awarded the project and authorized the president to sign contract documents.
The committee approved Change Order No. 2 for the River Styx pump station HMGP project and approved a developer request to extend the sewer treatment plant and discharge-pipe permit for the Cheniere Hills RV Park through Dec. 31, 2026 (the permit was set to expire in August). Mr. Crosby presented those items to the committee, all of which passed without opposition.
The Jury also approved procurement and project items including purchasing 12 additional tables for Cheniere Lake areas, authorizing quotes for work at Cheniere Lake Areas 3, 4 and 7, and approving Lazenby & Associates to proceed with Lonewa Drainage Phase 2. Bill Land, Land 3 Architect, recommended a change order for the courthouse annex restroom project and a change order to add a generator to the animal shelter project; Mr. Land said Joan Hampton with Save Our Shelter Pets had agreed to pay half the generator cost, and the change order was approved subject to a cooperative endeavor agreement.
Separately, the Jury approved an amendment to the contract with Volkert, Inc. for debris monitoring to include FEMA-required verbiage. Personnel committee actions (promotion of Shayden Torres to assistant parish inspector and hiring two full-time 911 call-takers) were ratified, and administrative approvals included a non-accountable cell phone agreement for an employee and two beer-and-liquor license applications; all motions passed without opposition.
