Board corrects levies, adopts precinct map changes, and approves easement extinguishment and transportation plan contract

At its regular meeting the Navajo County Board of Supervisors approved a series of routine fiscal and planning items.

Finance staff said a miscalculation used secondary rather than primary assessed valuation for the Joseph City Street Lighting Improvement District; staff recommended, and the board approved, a revised levy amount of $24,579 while keeping the rate unchanged.

The board also approved corrected levies for the Shalom Unified School District (presented as $911,075) and the Northern Arizona Vocational Institute of Technology (figures presented during the discussion were clarified during the presentation), after staff explained the valuation corrections and recommended approval.

Elections staff reported two tiny mapping artifacts (Precincts 19 and 20) that contained no registered voters; the board approved combining those slices into Precinct 16 and renumbering precincts for consistency.

Public Works presented an application to extinguish 50‑foot ingress/egress easements in four sections northwest of Snowflake to avoid interior rights‑of‑way that would interfere with the design of the Red Hills solar and storage project; staff recommended approval and the board voted to extinguish the easements.

Public Works also recommended awarding a professional services contract to Kimley Horn to prepare an updated Transportation Master Plan (the county’s previous plan dated to 2009). The contract was approved; the plan will include technical analyses, public engagement and deliverables to guide future transportation investments.
