The Navajo County Planning and Zoning Commission voted to approve the tentative plat for the Rock Creek subdivision, a 67.2-acre proposal in the White Mountain Lake area that would create 144 residential units, including 25 single-family lots and 119 manufactured-home lots.
Staff presenter Tyler said the development would dedicate roughly 6.5 acres to rights-of-way and about one acre to on-site water retention, and that water and sewer service will be provided by White Mountain Lake Water Company and White Mountain Lake Sanitation Company. He told commissioners earlier approvals of the master development plan authorized up to 290 residential units and that the current proposal seeks a first phase of 144 units.
The applicant requested variances to allow cul-de-sacs longer than 600 feet, more than 20 homes on a cul-de-sac, a dead-end street without a cul-de-sac and to defer the geotechnical engineering report until final plat submission. Tyler said the county engineering department reviewed and found the variance requests acceptable and recommended approval conditioned on 14 items in the staff report.
Applicant representative Mr. Bridal described the site's history and plans for phased development, saying the team expects to return with improvement drawings for a first phase and subsequent bridal plats for later phases. "I've been, patiently waiting for someone to pick it up again," he said, emphasizing efforts to coordinate with neighboring Juniper Ridge and White Mountain Lake Vistas.
The commission opened a public comment period and received no public remarks. A commissioner moved to approve the tentative plat subject to the staff-recommended conditions; another commissioner seconded the motion and the commission approved it by voice vote.
The approval is tentative; the applicant will be required to submit final plat materials, including the conditionally deferred geotechnical report, and comply with the 14 staff conditions before receiving final plat approval.
Next steps: the applicant is expected to provide improvement drawings for the first phase and subsequent bridal plat applications for later phases, and county staff will monitor compliance with the listed conditions.
