Broadview Heights council adopts package of stormwater, police and zoning measures; extends two moratoria

At its Jan. 12 meeting, Broadview Heights City Council unanimously adopted a set of resolutions authorizing a multi-year Phase II stormwater MOU with the Cuyahoga County Board of Health, several police equipment/training contracts including Axon camera and VR systems, a zoning-code review contract, and two moratoria on certain retail uses.
Broadview Heights City Council met Jan. 12 and adopted a package of resolutions that city officials said are intended to update public-safety equipment, clarify zoning rules and maintain oversight of stormwater services.
The council unanimously approved Resolution 2026-01, authorizing the mayor to sign a memorandum of understanding with the Cuyahoga County Board of Health for Phase II stormwater services covering 2026–2030 and a companion compensation agreement for 2026–2027 (Resolution 2026-02). Councilors also approved a series of contracts and intergovernmental agreements including a transportation-services contract for seniors (2026-03), police training-software (2026-04), and two agreements with Axon Enterprises for body and dash cameras (2026-05) and a virtual-reality Taser trainer (2026-06). The council adopted a memorandum of understanding with the Parma Police Department for cell-phone forensics (2026-07) and an agreement related to the Cuyahoga County OVI Task Force with University Hospitals of Cleveland (2026-08).
Council also moved ahead on planning and zoning work. By roll call, members approved a contract with McDonald Hopkins, LLC for a zoning-code review (2026-09) and extended two moratoria: one on new pawn shops, discount shops, second-hand stores and thrift shops (2026-10), and a separate 12-month moratorium on small-box and big-box discount stores (2026-11).

Several of the votes included motions to suspend the council rules to allow immediate adoption; roll-call votes recorded the affirmative votes listed in the meeting minutes.
What council members and staff said
Mayor Samuel J. Alai asked council to consider the zoning and contractual items as part of an effort to keep projects moving and noted the administration will bring architects to present the near-complete fire station package to council soon. "I'll get that back to you, ASAP," Alai said about the charter-review schedule and related logistics.
Amanda Hutcheson, parks and recreation director, reported routine program updates: "online membership is up and running. Mother-son dance is coming up and is 3/4 full." Service Director David Schroedel told council crews were completing the final leaf-collection sweep and will begin a tree-trimming program using a new chipper when weather permits: "We are finishing up the last of our streets of our last sweep. So after tomorrow or possibly Wednesday, we will be done for the year."
Councilor Glenn Goodwin raised a staffing concern for the Board of Zoning Appeals after a recent meeting lacked a quorum and urged filling vacancies so residents do not have to return to hearings.
Next steps
Council did not schedule additional public hearings on the adopted resolutions at this meeting. Councilor Brian Dunlap asked to receive the city's most recent master plan before the next work session. The meeting adjourned at 7:51 p.m.
