The council held the first reading of an ordinance amending the city code’s definition of a recreational-vehicle (RV) park to clarify when municipal regulations apply.
Zoning official Tim Clark explained the change: the city will not treat a property with one or two RVs as an RV park for zoning enforcement purposes, but a tract that accommodates three or more RVs will be regulated as an RV park and subject to permitting and code requirements. "So if you have two RVs, we're not going to... But if you get to the third RV at that point, you're going to be an unlicensed or unpermaned RV park and we're going to begin enforcement on that," Clark said during the explanation.
The ordinance specifies that a recreational vehicle park is any tract of land designed to accommodate three or more RVs at one time. The council voted to place the amendment on its required readings; the first reading was recorded as passed so the ordinance can return for subsequent readings as required by local procedure.
Why it matters: The change narrows where the city will focus enforcement and creates a clear numeric threshold (three RVs) to trigger permitting and code oversight.
City officials said the change was the result of a workshop with the zoning commission and intended to clarify enforcement practices.
