Mundell (speaker 12) said the product helps stabilize gravel roads and reduce life-cycle maintenance costs. He reported that only one bid was received and that staff followed procurement policy and specifications; details were provided in the meeting packet. Supervisor 3 asked whether reservation projects would require separate bidding; Mundell confirmed that projects on reservation land require separate bids and pricing.
Supervisor 3 moved to approve the contract award and the board approved the recommendation by voice vote. The contract award was presented as a single-bid procurement and staff said the bid tab includes multiple off-reservation line items; staff will handle reservation work through separate procurement when necessary.
