City administration used the report portion of the agenda to update the council on several administrative matters, including ongoing software problems, telecom negotiations and structural issues at the Bart Museum.
Staff said the city’s current municipal software has produced recurring problems and slow vendor support; the vendor has paused upgrades because of its internal issues. Staff reported they are testing at least one alternative vendor that has provided sample data and appears cheaper and more user-friendly than the current system. Administration asked council to consider potential licensing and conversion costs during upcoming budget deliberations and noted possible complications if licenses cannot be prorated during a mid-year switch.
Separately, staff said American Tower rescinded the proposal they had previously accepted and will return next month with a revised offer. The council said it expects to review a new proposal later.
On historic preservation, council was warned that the Bart Museum’s original log cabin is deteriorating (soft logs, water intrusion) and that a prior contractor’s bid—supported in part by lodging tax funds and totaling roughly $26,000—fell through after the contractor became unable to complete the work. Council discussed temporary storage options for exhibits if the cabin cannot be immediately repaired and asked staff to examine funding and repair options.
Other administrative items noted in the report included a housing-rehab loan in default that staff are addressing with the city attorney and ongoing FEMA questions about an older claim; staff said they have replied to FEMA and are awaiting further review.
