CDBG closeout hearing: Ainsworth’s North Main paving largely complete; income survey may be needed

City officials told the council at a public hearing that the Community Development Block Grant (CDBG) award for North Main Street paving — $433,000 — has largely been spent and billed and that the paving portion of the project is complete.
Carla Kimble, executive director of the Nebraska Economic Development District, said the CDBG program works on a reimbursement basis and that project administration fees were covered by the grant. She told the council the grant closes April 18, 2025, and that staff are still waiting on an SRF (State Revolving Fund) draw of roughly $123,000 to finish reimbursing the water/sewer portion of the project. "The grant does close out April 18th of 2025," Kimble said.
Kimble also warned that new LMI (low‑to‑moderate income) figures released by the state mean Ainsworth is not currently on the eligible list under the updated numbers. She recommended the city consider conducting a new income survey; city staff said the survey is time consuming but that the Economic Development District can assist. Council members asked questions and left the hearing open briefly for any additional public comments; staff later closed the hearing and moved on to other agenda items.
Next steps: staff will work with the economic development district to determine whether an income survey is needed to document LMI levels and to finalize outstanding SRF paperwork so the city can complete grant closeout procedures.
