Board accepts $739,554 GMP reduction for airport runway project and approves RS&H amendment

Mitch Sprunger asked the board to accept Change Order No. 1 to the Guaranteed Maximum Price construction contract with Balfour Beatty, which incorporated seven scope modifications (including waterline adjustments, paving quantities, roadway/runway geometry and grading) and produced a net GMP deduction of $739,553.99. The board approved the deduction by voice vote.
In a related item, the board approved Amendment No. 3 to Task Order No. 3 with RS&H in the amount of $297,657. That amendment covers compensation for value-engineering services that contributed to the GMP savings and pays for supplemental environmental work needed to obtain permits from the U.S. Army Corps of Engineers and the North Carolina Department of Environmental Quality.
Both items were approved without recorded roll-call votes. County staff noted the GMP change reduces the overall project cost and the RS&H amendment reimburses engineering services that generated savings and addressed permitting needs.
What’s next: the county will execute the change order documents with Balfour Beatty and the RS&H amendment; project teams will continue permit work and construction oversight.
