A staff presentation cited California Health and Safety Code section 1158.00 as a model for local safety regulations and noted Government Code section 831.7 in the context of public-liability protections. The ordinance requires clear signage at affected facilities and establishes operational and enforcement provisions for city parks and similar wheeled-recreation areas.
Council members asked whether the city plans to station staff at facilities to enforce helmet use; staff said the ordinance does not authorize constant staffing and that parent and user responsibility will remain central, while the posted regulations help secure liability protections for the city.
The urgency ordinance took immediate effect upon adoption.
