The Navajo County Planning and Zoning Commission voted to approve the tentative plat for Starlight Ridge Estates Unit 3 (TP25-003), a proposed subdivision of roughly 52.96 acres in the Wagon Wheel area that would create 49 single-family lots and 74 townhome units.
The item was introduced by the chair and presented by the applicant’s agent, Doug Brimhall, who described a three‑phase development totaling approximately 123 residential units. Brimhall said the project would connect to the City of Show Low water system and to the Pinetop Sanitary Sewer District for sewer service, and would include on‑site roads, dedicated open‑space and drainage tracts, and fire hydrants spaced about every 400 feet. “With that, we are recommending approval of this tentative plat, subject to the 14 conditions here,” Brimhall said.
Emery Ellsworth of Paint and Sky Engineering and Survey, who said his firm has been working with the owner and developer on the project, summarized changes made through county review and said the goal is to add more single‑family housing in the area. When a commissioner asked for an estimated average sales price per house, project representatives said that specific home‑price information was not available at the hearing.
Chair and commissioners opened a public comment period but recorded no speakers in favor or opposition. After discussion, Commissioner Jack moved to approve the tentative plat “subject to the conditions recommended by staff,” a motion seconded by another commissioner. The chair called for the ayes and announced the motion passed; the transcript records the chair’s affirmative response but does not include a complete roll call of votes in the record.
The approval is for the tentative plat only; Brimhall and staff noted the project will proceed through later engineering reviews, final plats, and the county’s conditions of approval before development begins.
