Council authorizes $768,606 in FAA grants for two airport hangars

The Clinton City Council on May 14 unanimously adopted a resolution authorizing the mayor to execute grant agreements with the U.S. Department of Transportation and the Federal Aviation Administration to build two 60-by-60 clear-span hangars at Clinton Municipal Airport.
The resolution, read aloud at the meeting, lists two awards: $575,100 through AIG 305077026 2026 and $192,506 through AIP 3050077027 2026, for a combined total of $768,606. The measure passed by roll call vote with councilors voting "Yes": Florence, Hastings, Lance, Pistol, Ward and Williams.
Trevor Dawson, airport commission chief, told the council the grants have posted and the mayor’s signature will allow the city to execute contracts and place deposits to order building materials. "As soon as we get that signed, we've got contracts and we'll be able to put deposits down to get the building, get the metal ordered," Dawson said, and estimated the buildings could be ready in the fall.
Dawson said the grant package is roughly 95% funded by the FAA and 5% by the state. He also said Northark (North Ark) has submitted a letter of intent to rent hangar space, which would generate new rental income for the airport. Dawson encouraged council members to support letters of recommendation for related workforce grant applications and said Representative Hill, a state director and Dr. Massingale are expected to attend a planned July 6 grand opening and follow-up airport commission meeting.
Mayor remarks and staff comments at the meeting emphasized the time-sensitive nature of the grant paperwork and the council authorized the mayor to sign the agreements and any instruments required to accept the funds. The resolution directs the mayor, as the city's signatory agent, to execute the grant agreements and any related documents required to accept the awards.
Next steps cited by airport staff include mayoral execution of the grant agreement, signing construction contracts, placing material deposits and finalizing tenant arrangements with Northark. Council members did not defer the resolution for further study and voted to adopt it during the meeting.
