West Bend awards cul‑de‑sac contract, extends waste contract and greenlights safety study

The city approved multiple procurement items at meetings on June 15, awarding a road‑end contract, extending the solid‑waste contract and authorizing a citywide safety study funded in large part by a Wisconsin DOT reimbursement grant.

For TIF 14 Phase 2 — the Forge Place cul‑de‑sac — staff reported one responsive bid from BMCI Construction for $236,891 and recommended award after comparing the bid to the city’s internal estimate (~$221,000). A contingency equal to about 5.5% was recommended so total allocation would not exceed $250,000; the board approved the award. Max explained the bid and the cost‑estimate comparison and said the contractor appeared qualified.

For solid waste and recycling services the board approved a five‑year contract extension with Green For Life (GFL). Doug, who presented the item, told the board the city has had a long partnership with GFL and reported no performance issues: “We have no issues to report. They're a great partner for us,” he said. The term will continue curbside recycling, collection and disposal services under the existing contract terms and any applicable addenda.

On a separate procurement the finance committee awarded Q25‑01, a citywide pedestrian, bicycle and electric scooter safety study, to a preferred consultant after a qualifications‑based selection. Max said the negotiated contract with Tool Design came to $144,953.37. The project will be reimbursed by DOT at 80% and the city had budgeted $150,000 in the 2026 engineering operating budget to cover the advance and contingency; Max estimated reimbursement turnaround might be about three months after final invoicing.

All awards and the GFL extension were approved by voice votes. Staff noted funding sources: TIF funds for the cul‑de‑sac, budgeted engineering funds plus DOT reimbursement for the safety study, and the existing budgeted line for the GFL contract.
