Camp Verde council adopts consolidated fee schedule, removes proposed fingerprinting charge

Camp Verde Mayor Marie Moore and the Town Council on May 27 approved Resolution 2026-1217 adopting the town's consolidated 2026–2027 fee schedule and removed a proposed fingerprinting fee from the schedule.
Town Manager Miranda Fisher and Finance Director Michael Showers told the Council the fee schedule is largely unchanged from previous drafts but that staff determined the fingerprinting fee could not legally be assessed in certain circumstances, and therefore recommended it be deleted. Marshal Daniel Jacobs responded to council questions about fingerprinting practices during staff remarks.
During public comment, resident Cheri Wischmeyer objected to a proposed increase in the appeal charge for the Board of Adjustment and Appeals. Town Manager Fisher said the higher appeal fee reflects the staff time required to prepare and process an appeal and offered to draft a Board‑specific policy that could allow fee discounts or deferred payments in some cases. Vice Mayor Wendy Escoffier confirmed that fees are refunded if an appeal is upheld.
On a motion by Councilor Jessie Murdock, seconded by Vice Mayor Escoffier, the Council approved the resolution with the fingerprinting fee removed. Roll call vote: Councilor Brian Bolton — aye; Councilor Patricia Seybold — absent; Councilor Robert Foreman — aye; Councilor Jessie Murdock — aye; Councilor Robin Godwin — absent; Vice Mayor Wendy Escoffier — aye; Mayor Marie Moore — aye. Motion carried 5–0.
Council asked staff to review how other jurisdictions handle appeal payments and return with options at a future meeting. The public hearing on the fee schedule was opened at 6:07 p.m. and closed at 6:08 p.m.
