The Common Council approved a qualifications‑based award for a citywide pedestrian, bicycle and electric scooter safety study on June 15, authorizing the city engineer to sign the contract pending WisDOT concurrence. Engineering staff recommended Tool Design for Q25‑01; the negotiated price is $144,953.37 and is within the WisDOT grant maximum of $275,000. "The city would be getting a grant funding this study at 80%," Max told members.
Because the WisDOT award is a reimbursement grant, the city will advance payment and submit for reimbursement; engineering staff said the typical turnaround after final invoice is roughly three months. The city budgeted $150,000 in the 2026 engineering operating budget to cover the work and a small contingency.
Max described the study's deliverables: a city‑wide ranking system to identify locations with safety concerns for pedestrians, bicyclists and e‑scooters, recommended corrective measures and a list of potential funding sources. "They will rank the level of concern... and provide some solutions, and potentially if there are some sources of funding to implement those solutions," he said.
Council members said the timing was appropriate given increasing scooter/e‑bike use, and approved the recommended award. The study will inform future project prioritization and potential grant applications for safety improvements.
