Contractor Zach Teninger of Tenninger Landscapes told the commission the existing stoop will be demolished, a concrete footing installed and the stoop veneered with blue stone; the front walkway will be replaced with matching blue stone with a red clay paver border, crushed blue‑granite screening will form a teardrop planting area and a self‑standing bubbler fountain is planned for the south end. Teninger introduced himself to the record as "Zach Teninger, Tenninger Landscapes."
Commission discussion focused on railings and materials. Teninger said railings will be custom‑fabricated and powder‑coated black; the existing historic fence and gate will remain. Commissioners raised concerns about blue stone's tolerance to road salt and about mixing blue stone and red clay pavers; the contractor said public works had approved the sidewalk‑to‑curb walkway and that the blue stone selected is a thermal blue stone intended for pedestrian use.
A motion to approve the walkway rehabilitation and associated work at 107 South Second Street was moved and seconded; recorded roll call votes—Zelmer, Tobler, McManis, Phillips and Solomon—were in favor, and the motion passed. The contractor said he would send the package to the owner after the meeting.
The commission's approval covers the proposed materials and general layout submitted for HPC review; any exterior changes beyond what was presented (for example, window replacements or other façade alterations) will require further HPC review.
