Residents report ongoing Pinehurst flooding; Board directs engineer to inspect

Shari Perkins, a River Ridge resident, told the Board that a week after a pipe was plugged, drainage problems persist at the Pinehurst monument area and that a retention pond draining between River 8 and River 9 "appears to be non-functional" and was "nearly 1' above the drain," creating a risk of flooding. She said resident Fred Kronke relayed similar concerns and that she will provide photographs and video to CDD staff.
John Baker, District Engineer, told the Board the initial problem—water from one system flowing directly into another—had been stopped when the inlet was plugged, but that created a situation where "there is no place for the water to go" and the condition is "akin to a very tiny pond in a pipe." He said resolving the remaining issues will likely require additional study and asked that staff collect photographs and video to help diagnose the situation.
Chuck Adams, District Manager, clarified that the pipes in question run between two houses, across the street and the golf course, and ultimately discharge to the Estero River. A Board Member stated the Board will direct the District Engineer to view the drainage firsthand; the Board also requested that Ms. Perkins provide her photo and video evidence to CDD staff to expedite investigation.
On a related item, District Manager Chuck Adams presented MRI Construction Estimate #C060-24 for a Pinehurst Type 9 inlet top in the amount of $10,692.88 intended to keep debris from blocking the structure. Mr. Adams said an additional proposal is being obtained and the item will remain on the agenda for future action.
The Board did not adopt a repair contract during the July 23 meeting; staff and the District Engineer will study the problem, inspect the site, and report findings at the next meeting. The Board set its next meeting for Aug. 27, 2024, which will include a budget hearing.
