River Ridge board appoints Keith Merrill to vacant seat and elects officers

The River Ridge Community Development District Board of Supervisors voted Oct. 22 to appoint Keith Merrill to the vacant Seat 1 and adopted a resolution reorganizing board officers.
Chair Bob Schultz nominated Keith Merrill, described by Schultz as a longtime Pelican Sound resident with extensive HOA experience; the nomination was approved "on MOTION by Mr. Schultz and seconded by Mr. Twombly, with all in favor." Mrs. Cleo Adams, the district manager, administered the Oath of Office to Merrill immediately after the vote.
The board also adopted Resolution 2025-01 to elect officers: Bob Schultz as chair, Terry Mountford as vice chair, and Kurt Blumenthal, Robert Twombly and Keith Merrill as assistant secretaries; the measure removes James Gilman from the board. The motion to adopt the resolution was made by Kurt Blumenthal, seconded by Terry Mountford, and carried unanimously.
Afterward, District Manager Cleo Adams and District Counsel Tony Pires reviewed required ethics training, Form 1 filing, Sunshine Law obligations and Form 8B voting-conflict procedures for the newly seated member. The board noted the Seat 1 term runs through November 2026.
The meeting record shows the appointment and the resolution were approved without recorded dissents; the minutes state both motions passed "with all in favor."
