Assistant City Manager Christy Lipscomb said the sewer budget includes a funded third lab position so an experienced employee can train replacements before anticipated retirements; an additional maintenance position was added to respond to internal staff movement. Fuqua said departments sharply reduced capital outlay for FY27 but critical items can still be funded from reserves if necessary.
Engineering has taken on more work because of development and rezoning, prompting higher contracted‑services costs for stormwater consultants and specialized software; a new administrative/project staff member was hired pending a future engineering hire. Councilmember Garry Daeke asked whether developers can be charged for off‑site upgrades; City Manager Paylor Spruill said developers may be required to pay for specific off‑site upgrades like pump station work, and Lipscomb noted a prior Raftelis study proposed fees but was not implemented.
Mayor Melissa Elliott raised the idea of small fees for food trucks and pop‑up vendors and noted the Fire Department may assume permitting responsibilities under new inspection rules; the council will review the fee schedule in the General Fund discussion. Fuqua reiterated the goal of conserving funds while allowing departments to function and said adjustments can be brought forward during the year.
No binding decisions on staffing or the CIP were made; council members requested additional documentation and confirmation of proposals for future agenda items.
