Parks and recreation budget requests include Mosaic Park carryover, two maintenance hires and a pool contingency

Tiffany, who presented the parks and recreation budget, told council the department has prioritized operations and several capital carryovers into FY27. The most visible item is Mosaic Park (also referred to as Lincoln Park Road Park), where the city is carrying over approximately $3.5 million from prior years to continue construction.

To maintain the expanded park network, the department requested two new maintenance-specialist positions tied to the Mosaic Park opening and said it had shifted $100,000 from labor-services to salary lines to create part-time city positions for seasonal staffing—an approach staff described as more cost-effective than contracting temporary labor. "We are getting people willing to do that," Tiffany said, describing the move to part-time seasonals as a savings in benefit costs.

Parks capital requests include equipment (a Toro mower replacement, dump truck and other items) and project funding for an amphitheater shade structure at Malard Park to expand usable hours and events. Tiffany also reported that the pool generates roughly $60,000 in annual revenue but will not fully cover operations; the department is repairing the boiler now and has placed a $100,000 placeholder in capital in case a full replacement is required.

Golf operations reported no new positions but asked council to consider adjusted cart and pass fees (especially for nonresidents) to help fund maintenance and an irrigation master plan; staff said the golf fund is projected to remain in the black after proposed fee adjustments.

Council did not take action but asked staff to return with details on staffing costs and the Mosaic Park schedule prior to final budget adoption.
