A presenter told the council that the I‑10 Exit 17 interchange has long been undersized and presents a bottleneck for local and through traffic, describing recurring accidents and vehicle clearance and width issues. The presenter summarized earlier work on the site, saying the town secured a $3,500,000 state grant to fund final design and that the project had reached a 30% design stage. "We're asking for the authority to move ahead with the application, and that Assistant Town Manager Kiki be assigned to sign the paperwork," the presenter said.
The presenter also stated a full project cost figure during the meeting: "the full project is gonna cost somewhere around $5,051,000,000." The presenter clarified the town would not necessarily be required to supply all matching funds itself but must demonstrate a plan for securing the remaining funds if awarded the federal grant.
Vice Mayor Emmons, who moved the resolution, and Council Member Nancinsoo, who seconded, both spoke in favor of pursuing construction funding. Emmons noted the intersection has been "a thorn in our side for many years," saying it regularly causes accidents and limits local development that depends on Exit 17.
The presenter said the grant application window is short and that staff and the engineering firm expect to hold public outreach (a citizens meeting) in March to present proposed designs and receive public input. The council voted to approve the resolution and to authorize staff to complete and sign the application materials.
Next steps: staff will proceed with the USDOT discretionary grant application, coordinate with ADOT and the engineering firm on public outreach, and return to the council with updates and any documentation requested by federal grantors.
