“What's that? A work session,” Mayor (S3) said while moving the item to discussion. Town manager (S7) told the council the clerk would poll members’ calendars to schedule the workshop this month and present a broad picture that could include assessor and sheriff participation.
Committee member (S8) urged starting manager training immediately. “They they can start getting trained now,” Committee member (S8) said, adding that properly trained park managers may be spared from lawsuits and that HB 2199 was likely to be law by September or October.
Council members said the workshop should cover both current local codes and potential future changes. Committee member (S4) framed the session as a chance to review existing code requirements; Town manager (S7) recommended limiting on‑the‑floor discussion at regular meetings and instead using a scheduled workshop to present a full package, with participation from County Assessor Anna Camacho and Sheriff Moss.
The council also discussed the path for a special event dry‑camping permit: Town manager (S7) reminded members that major code changes must go first to citizen review and then to planning and zoning before returning to the council for final consideration.
Why it matters: RV parks are an important local economic driver in Quartzsite. Councilmembers said they want to balance support for the parks with tenant safety and compliance with upcoming state requirements.
No ordinance or final policy was adopted at the meeting. The clerk will coordinate calendars for a workshop that the council and town staff say will include education for owners and tenants, participation by county officials and a review of possible ordinance changes.
