The Dennis Historical Commission spent part of its meeting reviewing changes to state rules for remote public‑meeting participation and to the content required in minutes.
Chair Diane Rochelle summarized the new requirements, telling commissioners that "members who participate remotely... must be clearly audible to each other," that "all votes... must be by roll call vote," and that minutes must provide a substantive summary of discussions on each subject rather than a bare statement that a topic was discussed.
Commissioners discussed practical steps: announcing remote participation at the start of meetings, recording any disruptions and their duration in the minutes, and using in-house recordings and faster internal summaries to produce more complete draft minutes for review. Tim Scannell said he could provide quicker drafts from his own recordings so Rochelle could circulate them sooner to the group.
Members agreed to incorporate the roll-call practice for votes when any member is remote and to include brief substantive summaries of each agenda item in the minutes to meet the new statutory standard. The commission also discussed the use of AI transcription as a time‑saving tool while noting that a manual substantive summary is still required for the official file.
