The Hallowell City Council voted 5-0 to approve the first reading of an ordinance amending Chapter 9 to comply with LD 2003 affordable-housing requirements. The mayor described the proposal as the first step in updating local land-use rules to align with state law.
Council discussion noted the ordinance would allow accessory dwelling units in town where they were previously not permitted and that the Ordinance Rewrite Committee (ORC) and KVCOG consultant had reviewed the draft. Council members asked for clarity about where accessory dwelling units would be allowed and were directed to submit specific questions to the ORC for the committees meeting before the second reading.
The mayor said the ORC would "tune it up with the most current legislation" and bring recommended edits back before the second reading. With those planned refinements, the council voted in favor of the first reading to bring Hallowells land-use code into compliance with the state requirement.
