Council approves two marijuana license renewals and reduces downtown license cap; continuing order passes

At its June 9 meeting Hallowell’s council unanimously renewed two marijuana business licenses, approved permits and passed an ordinance reducing downtown marijuana licenses from three to two by a 5–2 vote; it also approved a continuing budget order 5–2 to carry operations until the FY25–26 appropriation is adopted.
The Hallowell City Council on June 9 voted to approve several routine licenses and permits and took two notable votes on municipal policy and interim finance.
Licenses and permits: By unanimous voice votes the council approved renewal applications for Mighty Viking Inc. (manufacturing, 301 Water St., Suite 2) and Frost Factory LLC (retail, 144 Water St.), and granted a parade permit for Old Hallowell Day and a mass-gathering permit for Valley Palooza (July 26 at the Thomas College Ice Vault).
Downtown marijuana license cap: On third reading the council amended downtown marijuana licensing, reducing the number of downtown licenses from three to two. After brief discussion and no public comment, the ordinance passed on third reading by a vote of 5 in favor and 2 opposed. The ordinance will take effect in accordance with municipal law and the charter’s timing for enactment.
Continuing order for FY25–26: The council debated Order 25-01, an order authorizing the city manager and treasurer to issue payroll checks and make necessary department expenditures beginning July 1 until adoption of the FY25–26 appropriation. Several council members warned that the order as written could permit one-time large expenditures; the council directed the finance committee to propose constraining language (one-twelfth limits and reporting) and approved the order by a vote of 5–2. The council then moved and passed a motion to waive a second reading so the order would be effective July 1.
What’s next: The finance committee will draft limiting language and report back. The ordinance changing downtown marijuana caps will enter effect as provided by law; license renewals and permits were approved as routine business.
