Council unanimously renews Hollowell 4 20 marijuana license at 31 Water/Wall Street

The Hallowell City Council unanimously renewed the marijuana business license for Hollowell 4 20 at 31 Water Street following a public hearing and brief council discussion. Mayor George La Quinta opened the hearing and asked for public comment before the council moved to consider the application.
Jeannie Ross, a neighbor, said she wanted clarification whether the application proposed any operational changes and noted prior concerns about odor and traffic near the business. "Is this renewal or is this of the ... the same?" Ross asked; the council and staff confirmed the application was a renewal with no changes to operations. Ross said the out-of-state owners had been responsive to neighbors in the past but that "you can't change the smell, unfortunately." (Jeannie Ross).
Councilors asked whether the town requires local on-site management for marijuana businesses. The applicant and staff confirmed the license application listed local managers even though the principal owner is based in Pennsylvania. Councilor McPherson asked whether the town or state provides oversight; council members noted that operational oversight, licensing conditions and enforcement largely come from the state.
Councilor Fratt moved to approve the renewal and Councilor O'Brey seconded. The council then voted by raised hands; the mayor announced a unanimous vote in favor. The council did not attach additional local conditions at the meeting but said staff would follow up on any outstanding neighbor concerns raised during the hearing.
The renewal vote concludes the local licensing step; state-level regulation and any subsequent complaints will follow the usual permitting and enforcement processes.
