Residents press county on RV living rules as ordinance work delayed by short-term rental changes

During public comment a resident asked whether the county has made progress on an ordinance that would allow people to live in RVs. Supervisor Humphrey replied that work on an RV-living ordinance “has been delayed due to the issues with the Short-Term Rental ordinance.”
Humphrey explained staff are working to clarify limits on the number of RVs allowed on a property and noted a tax concern: “if someone is living full time in an RV, they are not paying the same tax as someone with a stick-built home,” he said, adding that he is working with staff to address the dilemma. When asked whether using an RV for short-term or weekend guest housing is allowed, Humphrey said he “can’t say that it’s allowed.”
Separately, a resident reported that county-owned property behind the fire department has a rotted water bladder scattering particles and creating pack-rat problems that affect nearby RVs; the resident asked how to get the property cleaned. Humphrey said he would direct staff to follow up.
The county has not adopted any ordinance changes yet. Humphrey indicated staff are continuing work to reconcile RV living rules with the short-term rental ordinance and tax considerations, and he did not state a timeline for when an ordinance would be ready for board consideration.
