Planning commission recommends conditional use permit for The Hitch and Buggy to sell trailers

The Davison County Planning Commission on Aug. 7, 2025 voted to recommend that the Board of Adjustment approve a conditional use permit for Ronald (Ron) Halweg, doing business as The Hitch and Buggy, to sell new and used trailers at Lot 1 of Lemke Addition in the SW1/4 of Section 27, T103N R61W in Davison County.
Acting Director of Planning & Zoning Karen Wegleitner presented the application. Wegleitner said the Planning and Zoning office received a phone call from an abutting neighbor, Jerry Buchholz, who expressed concern about how many trailers would be allowed on the property. Halweg was present and described operational plans: he intends to store new trailers at his location in town and keep used trailers at the 403rd Ave property, and said one requirement for a dealership license is to be on site 20 hours per week.
Halweg told commissioners he can meet the on-site requirement at the 403rd Ave property by doing work on used trailers while waiting for customers to call. The applicant also said he is pursuing a dealership license to satisfy state requirements.
Steve Thiesse moved, and Ray Gosmire seconded, to recommend approval of the Conditional Use Permit to the Board of Adjustment. Roll call recorded Bruce Haines, Steve Thiesse, Ray Gosmire, Lewis Bainbridge and Chris Nebelsick voting aye; Mike Blaalid and Dave Anderson absent. The motion carried.
The recommendation will be forwarded to the Board of Adjustment for final action. The transcript records a neighbor concern by phone but no formal public hearing testimony opposing the permit at this meeting.
